Syntax: %bIGNORE ADD <hostmask|nickname> [time]%b
        %bIGNORE DEL <hostmask|index>%b
        %bIGNORE LIST [mask]%b

Any hostmask on the ignore list will be unable to use
services. If [time] is specified with the ADD command,
the hostmask will be ignored for the given time period.
[time] may be a string of the format:

  %bXwXdXhXmXs%b

Examples:
         %bIGNORE ADD *!*@*.lamers.org 1d5h
           Ignores *!*@*.lamers.org for 1 day, 5 hours

         %bIGNORE ADD lamer%b
           Ignores user 'lamer' permanently

         %bIGNORE DEL *!*@*.lamers.org%b
           Removes ignore for *!*@*.lamers.org

         %bIGNORE DEL 1%b
           Removes the ignore index 1 from the ignorance
           list.  Use %bIGNORE LIST%b to list all valid
           indices.

         %bIGNORE LIST *.com%b
           Lists entries in the ignore list matching *.com.
           (%bIGNORE LIST%b with no mask lists all entries).
