Syntax: %bJUPE <server/nick> [reason]%b

Bans %b<server>%b from the network with [reason].  %b<server>%b
will not be allowed to connected again, unless it is unjuped.
%b<server>%b may contain wildcards.
 If a nick is given instead of a server, no one will be allowed
to use that nick until it is unjuped. In this case, [reason]
will become the realname of the nickname.
